공직선거에서의 선거방송토론의 기능과 개선방안
선거는 ‘민주주의의 꽃’이라 한다. 선거는 단순히 공직에 진출하는 누군가를 선출하는 것에 지나지 않고 민주주의를 실현하게 하는 것이고, 주권의 행사에 해당하는 것으로서 주권적 의사표현의 하나이다. 선거는 대표를 선출하는 것이라는 점에서 외부로부터 간섭이 없이 자유로워야 하며, 그 과정에 있어서 공정하여야 한다. 선거는 후보자가 득표를 얻는 과정이라는 점에서 과거의 사례에서 보는 바와 같이 대규모 유세, 길거리 유세 및 차량 유세 등 조직의 관리와 인원의 동원으로 막대한 선거비용이 들었다. 이른바 금권·혼탁선거는 공직선거에 입후보한 후보자의 정책수행능력이나 대표로서의 적격성의 검증보다는 재력이 더 중요한 요소가 되었다. 이를 극복하기 위한 선거운동의 방안으로서 등장한 것이 바로 선거방송토론이다. 선거방송토론은 개인주의적 성향의 현대적 추세에 적합한 방법이며, ‘저비용 고효율’의 선거운동으로 자리를 잡아가고 있다. 선거방송토론은 ‘선거’의 면에서는 공정성을 최우선으로 하는 것이지만, ‘방송’의 면에서 보면 유용성과 흥미성을 동시에 갖추어야 한다. 즉 선거방송토론의 성공을 위한 3대 요소는 공정성, 유용성 및 흥미성이다. 공정성은 모든 공직선거를 지배하는 이념이며 실천원리가 되며, 선거방송토론에 있어서도 첫째 요소이다. 선거방송토론은 선거에 관하여 생방송으로 진행하는 TV방송이다. 방송이 그러하듯 공중전파를 이용하는 것이라는 점에서 유용성과 흥미성을 동시에 충족시켜야 한다. 선거방송토론에 있어서 이러한 3가지의 요소를 충족시키기 위하여서는 첫째, 선거방송토론의 편성에 있어서 많은 유권자들이 시청할 수 있는 시간대에 하여야 한다, 또한 선거기간 내에 재방송 등을 통하여 유권자들의 접근성을 높여야 하며, 둘째, 선거방송토론의 의제선정에 있어서 왜 그런 의제가 선택되었는지 그 근거를 마련하고 있어야 하며, 셋째, 선거방송토론의 성공요소인 흥미성을 높이기 위하여 사회자선정에 있어서 선거방송토론 전문사회자를 선정하여야 하며, 넷째, 사전에 유권자들이 선거방송토론의 시간을 알 수 있도록 선거공보 및 유인물이 배포될 때에 구체적인 일정과 시간을 잘 알리어야 한다. 선거방송토론은 후보자들은 실시간대에 한꺼번에 유권자를 만날 수 있는 장점이 있고, 유권자들은 TV시청을 통하여 후보자들의 자질·정책 등을 한자리에서 비교·검증할 수 있다는 점에서 그 유용성이 매우 크다. 선거방송토론은 내용적인 면에서 뿐만 아니라 기술적 면에서도 더욱 발전·진화하여야 하고 그 기능 또한 강화되어야 한다. 이러한 점에서 본 연구에서 제시한 선거방송토론 기능의 개선방안은 그 의미가 있다고 하겠다.
Improvement Methods of the Function of Election Broadcasting Debate in an Election for Public Office
Election is called ‘flower of democracy.’ Election is not only for voting in someone but for actualizing democracy and an expression of opinion by sovereign rights as a corresponding to execution of sovereign power. It must be free and fair in the process without being interfered from the outside in that it is to choose out a representative. It, as the process of gaining the vote, cost a lot in organization management and mobilization of people such as large scale campaign, campaign on street, campaign in a car, and etc., as seen from past experiences. In so-called election by financial influence and with corruption, the financial ability of a candidate for public office has become a more significant factor than his or her performance in policy or verification of his or her eligibility as representative. It is election broadcasting debate that appears as a campaign method to overcome this issue. The election broadcasting debate is a method fitting to the modern trend of individual inclination and has been settled down as a low-cost and high efficiency campaign. It must put fairness in priority in light of ‘election’ but it must be equipped with usefulness and attractiveness at the same time in light of ‘broadcasting.’ Namely, three factors for the success of it are fairness, usefulness, and attractiveness. Fairness is idea and practical principle dominating all elections for public office and is the first factor in it. The election broadcasting debate is a TV broadcasting which proceeds as live broadcast regarding election. As broadcasting is, usefulness and attractiveness must be simultaneously satisfied in that it uses aerial conduction. To meet these three factors in it, first of all, formation of it must be done in a time zone when many voters can watch. Also, access of voters shall be raised through re-run and etc., during the period of election. Secondly, the ground of why such a debate topic is selected regarding selection of topic shall be prepared. Thirdly, to raise attractiveness as a factor of success in it, a special MC shall be selected in selection of a MC. Fourthly, a specific schedule and timeline must be well informed when the official gazette for election and printed materials are distributed that voters know the time for election broadcasting debate in advance. The strength of the election broadcasting debate is laid in that candidates all together can meet voters at actual time and its usefulness is very great in that voters can compare and verify candidates’ qualification, policy, and etc., at one place by watching TV. The election broadcasting debate must be further developed and evolved in not only its contents but its technical aspects and its function shall be strengthened as well. With this regard, the improvement methods of the function of the election broadcasting debate suggested by this research can be said significant.
