Jeju has been operating self-governing police system in which the maintenance of public order puts under its responsibility. However, the affairs on public order have had small changes since Law of Jeju Special Self-governing Province was established. Jeju self-governing police did not have particular changes after the legislation on self-governing police affairs was enacted. Yet, according to reformed legislation in 2016, in addition to its existing police affairs, a new affair was included that is about summary trial claim against those who do not pay penalties for violating [Road and Traffic Law] or [the Minor Offenses Law]. Hence, self-governing police duty of Jeju Special Self-governing Province was added by just one time amendment. Although the additional affair was included, the affairs Jeju self-governing police do are still limited: they do not go beyond characteristics of administrative police. In particular, when operating its duty, Jeju self-governing police must cooperate with national agency through a mutual business agreement. As a result, it is not suitable for the original purpose of local autonomous government. Furthermore, restricting the category of the affairs Jeju self-government police operates is nor proper for the purpose. Therefore, after reviewing the problem about infringement on the right of local autonomy that was disclosed in Jeju self-governing police’s cooperation with national agency and some transition in category of its affairs, this study suggested ideas to improve the situation mentioned above.
